Parallax scrolling is a creative and interesting technique. It controls the CSS to make multiple backgrounds move at different speeds relative to the users movement of the scroll bar.
jquery.parallax turns nodes into absolutely positioned layers that move in response to the mouse. Depending on their dimensions these layers move at different rates, in a parallaxy kind of way. As you scroll down, we will have several images/elements with different scroll speeds which gives the viewer a 3D/motion illusion.
